Joel H. Farkas President
Joel Farkas founded JF Companies to consolidate his many real estate interests. Since 1984, he has developed master planned communities in Colorado and Arizona. Mr. Farkas was appointed by former Colorado Governor, Bill Owens to serve on the Colorado Commission on Higher Education and the State of Colorado’s Transportation Task Force. He is a founding member of the Capital Facilities Fee Foundation, a public/private corporation that contributes to the capital construction of schools in School District 27J, one of Colorado’s fastest growing school districts. Mr. Farkas also serves on the Board of Directors of Colorado State Bank and Trust. In 1983, Mr. Farkas received his bachelor’s degree from the University of California, Los Angeles.
Chris Paulson Chief Executive Officer
Chris Paulson, Chief Executive Officer, coordinates regional planning for the community development with water and wastewater policy. A former majority leader of the Colorado House of Representatives, he most recently specialized in the practice of public policy/government, environmental and water law. He has served as chairman of the Water Policy Committee for the Western Legislative Conference of the Council of State Governments and of the Department of the Interior’s Public Lands Advisory Committee. He is a graduate of the U.S. Air Force Academy and received his law degree from the University of Denver.
Bill Owens Principal
As a key Principal of the new JF Companies entity — the JCB Group — former Colorado Governor Bill Owens is responsible for evaluating and acquiring land for residential and commercial development and investment projects. He will also be instrumental in advising on the appropriate public infrastructure needs and related financing requirements.
Joining the JCB Group marks Mr. Owens’ move back to the private sector following eight years as Colorado’s Governor. In his two terms he was committed to improving Colorado’s infrastructure, education system and lowering taxes for families and businesses. Mr. Owens also previously served as Colorado’s State Treasurer for four years and in the Colorado Legislature for twelve years. He earned his political science degree from Stephen F. Austin State University, and received a master’s degree in public administration from the University of Texas. Currently, Owens also serves as Senior Fellow at the University of Denver’s Center for Public Policy and Contemporary Issues, and as a director of Key Energy Services in Austin, TX.
