Keith Watkins Vice President

Keith Watkins is Vice President of JF Companies and is involved with entitlements, public affairs, and project marketing. Mr. Watkins brings over 15 years of corporate site selection, economic development and real estate experience to the firm. Mr. Watkins serves on various community boards and committees. He is a graduate in Regional Development from the University or Arizona, where he is a frequent speaker.

Justin Webster Vice President of Finance

Justin Webster is Vice President of Finance for JF Companies. Mr. Webster is responsible for the Company's financial reporting and provides counsel to both executive and senior management through business planning and analysis. Previously, Mr. Webster was with a national homebuilder for 7 years and with the public accounting firm of Ernst & Young LLP for 5 years. He is a graduate of Alma College.

Toni Serra Finance Director

Toni Serra is Finance Director and responsible for obtaining acquisition, development and municipal bond financing. She is associated with Gateway American Properties and JF Properties. Previously, Ms. Serra worked in banking most recently as Senior Lender for a Denver based community bank that specialized in real estate lending. She is a graduate of Colorado State University.

Thomas J. Di Rito Director of Development

Thomas J. Di Rito is Director of Development for JF Companies. As Director of Development, Mr. DiRito is responsible for the planning, engineering, bidding, scheduling, field construction operations and cost control of JF Companies’ commercial and residential projects. Mr. DiRito brings more than 30 years of residential and commercial real estate development experience to JF Companies including past positions with financial institutions and both public and private homebuilders. He has an extensive background in land acquisition, zoning and formation of Metropolitan Districts. Mr. DiRito is a Certified Stormwater Quality Inspector in the State of Colorado and received an architecture degree with an engineering minor from the University of New Mexico.

W.V. “Jack” Hibbert, PE Director of Utilities

Jack Hibbert, registered engineer, is Director of Utilities for JF Companies. Mr. Hibbert brings to JF Companies more than 35 years of specialized experience in the utilities, water resource development and wastewater management industries. Prior to his most recent work overseeing water resources for MWH Americas, Inc. and HDR Inc., he served in the public sector with the cities of Broomfield and Commerce City, Colorado. Mr. Hibbert earned his bachelor’s degree in civil engineering and master’s degree in civil/water resources engineering from Colorado State University, and an MBA from the University of Denver.

James L. Condit

Mr. James L. Condit, PE, Utility Development Manager - Arizona, is responsible for development of water and wastewater projects including the investigation, design, construction and maintenance of water supply, water treatment, wastewater treatment, water reclamation and reclaimed water reuse systems. Mr. Condit has over thirty-two years of civil engineering and infrastructure design experience. He received his Bachelor of Science – Civil Engineering from the University of Wisconsin and his Master of Science from Arizona State University.

Margaret Medellin, P.E.

Margaret Medellin, PE, Utility Development Manager - Colorado, brings to the firm more than 10 years experience in hydraulic design, water and waste water treatment analysis, and water master planning. Recently, Ms. Medellin worked as a senior water resources planner for Denver Water in charge of forecasting water demands, environmental planning and overseeing the Drought Management Plan. She was the project manager for Denver Water efforts to secure new water supplies for its north system. She obtained her Bachelor’s and Master’s Degrees in Civil Engineering from Texas Tech University, and is currently a board member for the Colorado Foundation for Water Education and a Director of the Metro Wastewater Reclamation District.

Geoffrey J. Phillips

Geoffrey J. Phillips is the Director of Sales for JF Companies and the managing partner of Gateway American Properties Brokerage, LLC. Mr. Phillips has been the broker for Gateway American Properties Brokerage, LLC since its inception in September 1994. He has been involved in the residential/commercial real estate profession for 35 years and has spent ten years managing his own real estate company. Mr. Phillips graduated with a B.A. in economics from Milton College and did graduate work in law at the University of Wisconsin. Mr. Phillips is responsible for all marketing of developed and undeveloped parcels for JF Companies. Mr. Phillips maintains a continuing relationship with the builder communities and coordinates the completion and delivery of lots to the end purchaser. He is also involved with the acquisition of water and management thereof.
